Teachers working under RMSA struggling to survive

ITANAGAR, May 13: The teachers working under Rashtriya Madhyamik Siksha Abhijan (RMSA) are struggling to survive due to non-payment of salaries since January this year. Adding to their woes, during the vacation time, these teachers are not paid salaries unlike other teachers who get salary for 12 months.

While talking to this daily, the teachers working under RMSA shared their pain and agony.

“The junior teacher (JT) working under SSA is paid around 27 thousand per month salary but those under RMSA get only Rs 15 thousand a month. There is so much disparity,” said a teacher.

He further added, “We are paid for only 10 months and we don’t get salary during school vacation. To make matter worse, we have not been paid salaries since January month. RMSA teachers are being shabbily treated by the education department.”

They have appealed to the state government to enhance their payment, pay 12 months salary and immediately release their pending salaries. RMSA scheme was launched in March 2009 by govt. of India with the objective to enhance access to secondary education and to improve its quality. Most of the teachers working under RMSA were hired in the year 2014.

 

Ering writes to PM  on Indo-China border dispute

PASIGHAT, May 13: Arunachal East Lok Sabha MP Ninong Ering has said that it saddens him that discussion on Indo-China border dispute would be left out from the agenda during Indian Prime Minister Narendra Modi’s visit to China.

In a letter to the Prime Minister, Ering stated that India’s soft stance on the border disputes has let down the sentiment of the people of the state.

“Arunachal Pradesh is an integral part of Indian union and there is no question of any kind of controversy with regard to its territory. We Arunachalees greet each other saying Jai Hind, speak Hindi and die for India.

The MP has also requested the Prime Minister Modi to raise the stapled visa issue during his three-day visit to China.

 

Govt. release salary, stipend, pension

ITANAGAR, May 13: The State Government has disbursed Rs 238 Crore for payment of salaries, wages, pension and GPF of the State Government employees till May 12. The State Government has also released Rs.2.88 crore towards post-matric scholarship of Arunachalee students studying outside the state, Secretary Finance informed in an official release.

While the budget of the central government has been passed, the receipts under CSS schemes will commence soon which will help improve the cash balance position of the state, the release said.

The consolidated sinking fund of the State was constituted in 1999-2000 and Rs 169.90 crore has been invested in it, the release said adding that the Finance Department has proposed to enhance the contribution to the Sinking Fund and enlarge the coverage to other committed liabilities like pension and GPF. One charred to death in fire mishap

YINGKIONG, May 13: A person was charred to death in a fire mishap occurred at Moying around 6 PM yesterday. The deceased person was identified as house owner Tekpi Nobeng. He was 70 plus.

Nikita Panggam, CO Jengging, rushed to the spot and assessed the properties lost for onward submission to the concerned authority for relief to relatives of the victim.

Meanwhile Parliamentary Secretary, PWD, and local MLA Alo Libang accompanied by Bading Teng, ZPM Yingkiong, Nyokgon Nitik, ZPM Tuting-Migging and Bodak Jongkey, ZPM Jengging, visited  the spot to assess the situation. They expressed shock over the unfortunate incident and shared their grief with the relatives of the deceased.

The Parliamentary Secretary provided 30 number of CGI sheets along with cash amount of  Rs. 10,000  as immediate relief to the relatives of the deceased. DIPRO

 

BJP reacts to news item

ITANAGAR, May 13: The BJP, Arunachal Pradesh has denied that its president Tai Tagak ever invited the Congress MLAs to join BJP in a speech at Jan Andolan Launching held at I.G. Park, Itanagar on May 11. The party said that the report was departure from his speech and in distorted form and was misleading.  

Taking serious note on the incident, the party appealed the Media fraternity to look into the matter so that reported distorted, fabricated and misleading news items are no longer manufactured from the media houses rather than giving coverage on the actual happenings.

 

AR’s inter company debate competition

ITANAGAR, May 13: Assam Rifles Battalion located at Khonsa organized an Inter Company Debate Competition on “Human Rights - A Stumbling Block in the Fight against Terrorism and Militancy in the Country”. All Troops participated in the debate competition.

The Competition was organized to promote Human Rights awareness in the wake of resentment and protest against AFSPA and spread Human Rights sensitization amongst the personnel of the Para-military forces, The National Human Rights Commission has been regularly organizing All India Debate Competition ( in Hindi and English) on Human Rights issues every year since 1996.

The topic was thrown open to all civil dignitaries who assessed and expressed their views on essence of Human Rights in the prevailing circumstance where insurgency is taking a different dynamics in South Arunachal Pradesh region.

Public and Security Force cooperation alone can stall nefarious designs of insurgency especially in Tirap, said DC Tirap Kamlesh Joshi.

MLA (Khonsa East)  Wanglam Sawin appreciated the efforts of 1 Assam Rifles in upholding the true model of Human Rights in Tirap.

Chakka Jam paralyzes Longding

ITANAGAR, May 13: Vehicles remained off the road except essential services vehicles during the 12 hour ‘Chakka Jam’ in Longding district Monday last.

All private and govt. vehicles except essential services vehicles like ambulance, milk van, fire, magistrate and defence personnel remained off the road paralyzing normal life. Trucks were also seen left stranded on roadside, claimed Longding District Students Union in a release.

The Chakka Jam was called in protest against non-maintenance of the Longding-Bimlapur and Khonsa-Longding road which is lying in a deplorable condition causing great inconvenience to the motorists.

Addressing a public rally at the tri-junction of the Longding town market, LDSU president called upon the people of the district to lend their support to LDSU in its fight for improvement of road communication. He also narrated the problems faced by the truckers, tourists, students, office goers and public due to dilapidated condition of the road.

People gathered at the rally extended their whole-hearted support to the students’ union and their movement for common cause.

 

MLA provides sanitation facilities to Govt HS School

ITANAGAR, May 13: Chongkham MLA cum Parliamentary Secretary for Forest and  Environment, Chow Tewa Mein has provided sanitation facilities under MLALAD fund to lone Government Higher Secondary School, Chongkham in his constituency.

Sanitation facilities including four upgraded separate functional toilets for boys and girls, improved access to water with installation of 1500L capacity tank and a structure for RCC ring well with complete platform were provided to the  Government Higher Secondary School, which has  more than 900 students and staff members. The whole sanitation project was completed in a short span of one month.

While interacting with school staffs, Mein stressed on the need of providing sanitation and hygienic facilities in schools. He said sanitation facilities in school create a healthy environment for learning.  

During his interaction with the school principal, he assured all possible assistance from his side for school development.  He also called upon the school authority to maintain a clean and hygienic environment for the well-being of the students.

 The School principal G. Megu appreciated the MLA for providing sanitation facilities.

 

Re-visiting the Ancestral Winter Trail

BOMDILA, May 13: “Re-visiting the Ancestral Winter Trail” (Nochong Thik) and Wild Life Awareness Campaign was flagged off by Director of Sports and Youth Affairs DK Dinglow.

After the flagging off ceremony, a team comprising senior members and youths of Tukpen community marched through the ancestral route from Actom, Pakki, Khellong towards Nochongthik in the foothills as was the tradition of winter migration of Shertukpen to escape the harsh winter.

The team en route will also create public awareness on wildlife as the Eagle Nest Wildlife Sanctuary is situated along the traditional migratory route.

The expedition is organized by Tukpen Welfare Society in collaboration with Directorate of Sports and Youth Affairs, Govt. of Arunachal Pradesh. DIPRO

ITANAGAR, May 13: A career guidance and counseling programme was organized by Christian Youth Endeavour, Town Baptist Church, Itanagar, for students of class IX to XII of Itanagar and Chandranagar Pastoral Range at TBC, Itanagar.

Counseling was held for career in engineering, medical science, humanities, agriculture science and commerce.

TM John, Deputy Manager, HPDCAPL, Govt. of AP, Dr. Bombei Tayeng, Gynecologist, Arunachal State Hospital, Dr. T. Lhungdhim, HoD, Dept. of Edn, RGU, Dr. Lomsar Lego, Veterinary Officer, Kasep Tayom, Research Officer, Directorate of Economics and Statistics were the resource persons. ll the resource persons answered the queries of the students regarding their choice of career in an impressive manner and elaborated the details about the requirements in various fields.

Most of the students showed their interest and even suggested that such programme should be conducted twice a year to help the student understand and choose their career.

 

World Nurses Day celebrated

ITANAGAR, May 13: Trained Nurses Association of India, Arunachal Pradesh branch celebrated World Nurses Day at ATI Naharlagun yesterday commemorating the birth anniversary of Florence Nightingale.

The celebration started with distribution of fruits to the patients of Arunachal State Hospital by the nurses accompanied by Dr. K Nishing, Director of Health Services, Dr. RD Khirme, CMS ASH and invited guests Dr. Prakassamma, Director, ANSWERS Hyderabad and Esther S. Roy Professor, CON Darjeeling.

While Sister A. Debnath, Tutor Arunachal State Nursing School briefed the life history of Nightingale, the Nurses Day “A force for change, care effective, cost effective,” was explained by Sister Archana, Tutor of Zion Nursing School.

Sister Rewati Jeram, ANM and member of TNAI state branch, was conferred with Florence Nightingale award by President of India this year, informed the release.

Students left with tough days

ITANAGAR, May 13: A day after Arunachal Students Union Delhi (ASUD) appealed to the Education Minister for releasing their stipend, the North East Student's Welfare Association (NESWA), Gwalior, Madhya Pradesh today appealed fervently to the state’s Education Minister and the Director of Higher and Technical Education to release their stipend as soon as possible as the students were facing some sorts of financial problem due to delay in release of their stipend.

NESWA also claimed that many students pursuing education in Delhi, Tamil Nadu are also facing the same hardship as many of them are dependent on stipend to meet their some minor living and travelling expenses.

City Police in major breakthrough, arrests kidnappers and bank robber

ITANAGAR, May 13: The City Police have arrested Md. Nizamuddin, 24 yrs, Md. Yusuf Ali, 28, Md. Sabbir Ahmed Choudhary, 22,  Dado Mosi, 27,  and Dari Raju alias Dari Chuksi, 30 years for their involvement in kidnapping incident.

They were involved in the abduction of Govind Sharma, owner of M/s B.M. Trade Agency on 6th April’2015 while he was driving back home from Nirjuli to Banderdewa.

The armed men forcefully entered his car and kept on driving aimlessly for about 2 ½ hrs and ultimately he was taken to Borsala, Assam. He was forcefully locked up in a room with his hands tied and his eyes plastered.

A ransom call for Rupees One Crore was made from victims’ mobile phone to his employees and family members. On receipt of the complaint, a case was registered at P.S. Naharlagun immediately for investigation. The victim was released after two days. Ransom money of Rs.50.00 Lakhs was allegedly paid.

Police says that the victim’s family had not informed the police about any monetary transaction. However, the police had become suspicious and pursued the case suo-motto, despite the fact that the victim’s party was not co-operating with the police due to fear.

The accused have been taken into police custody for recovery of money, and arms & ammunition. One revolver and car have been seized while the efforts are on to recover the ransom amount and the other associates. Interrogation has revealed that they were planning to commit more crime of such modus operendi. The arrest of all accused persons in this sensational case has not only prevented the occurrence of other kidnapping case by same gang but will also deter other criminals to indulge in such crime said Director General of Police Arunachal Pradesh in a release.

Meanwhile, acting on a tip off, City Police led by Techi Hanyir, SDPO Itanagar, Inspector T. Bage, OC PS Itanagar, SI W. Wangsa and Section of 3rd IRBn personnel under the close supervision of Dipankar Mishra, SP Capital carried out raid at Songlo-3 Village yesterday at midnight and arrested wanted accused Gichik Tachung and recovered three country made Pistols, thirty three rounds of live ammunitions and one mobile phone from his possession.

Gichik Tachung (28 years) of Lengdik village under Tali Circle of Kra-Dadi district was absconding after committing AP Rural Bank, Ganga robbery case vide Itanagar PS Case No.293/13 u/s 394/34 IPC r/w Sec.25(1)(a) Arms Act. His associates had already been arrested earlier. The city police continued to make efforts and deployed sources for two years and finally succeeded in arresting him. Gichik Tachung is a professional robber and he is reportedly to have arrived in the city with a plan to commit robbery again.

The DGP, AP has appreciated the team work of  Dipankar Mishra, SP Capital, Techi Henyir, SDPO, Itanagar, Jummar Basar, SDPO, Naharlagun and SI K. Yangfo (IO) for their professional work and also he appreciated the timely apprehension of Gichik Tachung with arms and ammunition.

For the timely action, the DGP awarded the team members with cash reward and Commendation Certificate-I.

 

 

Tea growers suffer losses due to pest infestation

RUKSIN, May 13: Infestation of Tea Mosquito Bug (Helopeltis theivora) and Red Spider Mite (Oligonychus coffeae) has been reported in the tea gardens of Siang Valley, resulting in huge economic loss for the small and marginal tea growers. Study has revealed that infestation of the pest is resulting in crop loss to the tune of 10 -50% in the region.

The household economy of the tea farmers, who have invested huge amount money for tea gardening, is on the brink of collapse in the wake of pest attack on their tea gardens.

Helopeltis is one of the most destructive pests of tea causing damage to young tea leaves. Mostly appearing during month of April-May, the pest sucks the tender stems and leaves, makes hole thereon causing the leaf to dry up. Hiding amidst the green leaves of shadow trees and beneath the matured tea bushes for months, it comes out in the evening and sucks on the young tea leaves.

Infestation of Helopeltis is posing a serious threat in the region as it attacks almost all large and small tea gardens of Upper Assam and bordering Arunachal Pradesh. Another dreaded tea pest- Oligonychus that appears in the tea gardens during May-June has been causing considerable damage during the past few years. Infestation of the mite starts along midrib and veins of matured tea leaves further spreading to the entire upper surface of the bushes leading to defoliation. Infestation of the mite is mostly found in roadside and open spaces, where shade-trees are thinly panted. When minutely observed, hundreds of mites can be seen moving to and fro around the leaves. The mites spin web of silken threads on the leaf and competes its lifecycle within a period of 4-6 days. Besides the two species of insect pests, tea farmers have traced presence of worm pests such as Bunch caterpillar, Looper caterpillar and other flying pests in the tea gardens. Although several approaches such as safe use of synthetic insecticides and bio control measures etc. have been adopted for the management as well as eradication of tea pest, yet it is still a challenge to tea estates to increase their contribution in domestic and overseas tea trade. The scientists are researching ways to prevent the pest from causing devastating in the tea gardens, by finding a biological solution to the problem. They are also appealing to farmers and members of the public to help monitor the spread.

Dry weather during plucking seasons due to scanty rainfall is adding to the woes of the tea planters of the region.

 

 

BJP defers bandh call

ITANAGAR, May 13: The state unit of BJP today deferred its proposed 12 hour capital bandh which was called as part of the Jan Andolan movement against state government. Backtracking from its earlier decision to organize bandh call on May 15, BJP stated that it "does not want to bid farewell to the outgoing governor with a bandh call."  Yesterday Arunachal Pradesh governor Lt General (retd) Nirbhay Sharma was transferred to Mizoram and he will be replaced by former Assam chief secretary Jyoti Prasad Rajkhowa.

The state BJP had launched its Jan Andolan movement on Monday demanding the Governor to impose financial emergency in the state, institution of investigation committee over financial mismanagement and resignation of Chief Minister Nabam Tuki on moral ground. Today, the Jan Andolan committee chairman Tame Phassang informed that the party was temporarily deferring the bandh call.

"We do not want to send off present governor with a bandh call," Phassang said while addressing the media persons at Arunachal Press Club building. He also said that the party will meet the new governor and appraise the same matters to him in detail. He added that other factor was also kept in mind while taking decision.

“Etor festival of the Adi community happens to fall on the same day and also some of our students are writing examinations on the scheduled day,” said Phassang. However he clarified that party will continue the agitation in coming days.

 

 

Consultations for state budget begins

ITANAGAR, May 13: The consultation process for preparation of the State’s Budget started with holding the first meeting of all the Agriculture and Allied Departments under the Chairmanship of Chief Secretary in his Conference Room today.

The meeting was attended by the officers of Agriculture, Horticulture, Animal Husbandry & Veterinary, Fisheries, Co-operation and Environment and Forests besides officers of Planning and Finance department.

Chief Secretary informed the concerned departments that the State Government is committed to give topmost priority to the agriculture and allied sectors in view of its scope and importance in the State and will extend all possible support to the departments for encouraging productive and research oriented activities.

He made it clear to the departments that the Government is not in favour of creating any liability in this regard and all activities will have to be linked to people’s participation through skill development thereby creating productive assets and enhancing  sustainable economic activities. The Chief Secretary urged upon the departments to plan their schemes and activities in such a manner which will benefit the people especially those who are living in remote areas. He also emphasized on innovative schemes based on skills of the local people.

Secretary, Planning requested the departments to take due care in their planning exercise in view of the paradigm shift in the planning process.

The departments highlighted the activities undertaken by them during last financial year and  also projected their requirements as well as plans and programmes for the current fiscal through power point presentation which were deliberated upon in the meeting. All departments were directed to cut down their administrative expenditure to the minimum which will enable the State Government to allocate more funds for taking up developmental activities. The departments were advised to modify their requirements and projections based on the discussions and suggestions in the meeting before the same is finalized by the State Government.

Discussions with other departments and other stakeholders are scheduled to be completed during the next one month before finalizing the budget and plan document for current financial year as decided earlier by the State Government.

 

 

Five hydel stations restored

ITANAGAR, May 13: In spite of paucity of fund, the hydro power department has   restored five hydel stations in various parts of the state recently.

While Rina SHP (2X1000Kw) in East Siang district has been restored in the first week of May, Tinning MHS (2X25 Kw) in Changlang district has been put into operation and power is  being supplied to Rangfra Govt. college.

It is worth mentioning here that Tinning MHS (2X25 Kw) constructed under Prime Minister’s package had been lying inoperative since its installation. On the other hand,  Rina SHP (2X1000Kw)  had remained closed due to flood damage in September 2014.

In West Kameng district, the Saskorong MHS (3X100Kw) which was constructed by department of science and technology was lying in inoperative condition. However,  Saskorong MHS have been put into operation this week after taken over from Science and Technology   dept in April 2015. It is fulfilling the load demand of 60Kw of the nearby villages.

In Upper Subansiri district only one unit of Sippi SHP (2X200Kw) was operational, another unit which was lying shutdown for almost 2 years. It was also restored last week of April and presently both the units are running in parallel.

On the other hand, in West Siang district, Mechuka MHS (6X25Kw) under Renovation & Modernization scheme was completed with full load testing this week besides restoration of Siri Korong MHS (2X250Kw) at Lhallung village. However, due to shortage of staff both the Hydel stations could not be operated at the same time. The  department appealed to the  high authority to sanction posts of operational staff for the hydel stations.

Meanwhile, the hydro power department has lauded Phurpa Tsering, Parliamentary Secretary, hydro power, for his support in restoring the hydel stations, according to an official release.

 

 

ARUN-VIKAS links Itanagar with districts

CS requests DC for disaster preparedness

Itanagar, May 13:The Chief Secretary today launched the ARUN-VIKAS wherein every 2nd Wednesday, the Chief Secretary and all Commissioner/Secretary will interact with all the Deputy Commissioners of the State through Video Conference. This step has been conceptualised to be platform between the Govt and District Functionaries and take up the issues of governance and development which are held up due to co-ordination and lack of policy clarity for expeditious resolution.

The functionaries at the Govt and District level will in advance flag such major issues for resolution through this Video Conference- ARUN PRAGATI.

Today, in the 1st ARUN VIKAS VC, the Chief Secretary in presence of all the Commissioners/Secretaries through Video Conference with the Deputy Commissioners delved on various issues ranging from preparation of Vision Document-2030, 5 years Perspective Plan and preparation of District Development Plan.

The matters relating to expediting the process of Land Acquisition and Forest Clearance for major projects such as the Trans Arunachal Highway, Airports were discussed during the meeting.

The Chief Secretary requested the Deputy Commissioners for disaster preparedness and situation arising out of the Monsoon season and keep close vigil on Law and Order of the respective districts. Deputy Commissioners were also asked to bring out success stories of the district as well as individuals for others to emulate.

The problem of Opium menace was discussed at length and the Chief Secretary advised the Deputy Commissioners to curb the menace of Opium cultivation by providing alternative livelihood through developmental schemes.

The next Video Conference which will be held on 10th June 2015.

 

 

Defection root cause  of corruption: PPA

ITANAGAR, May 13: The Peoples’ Party of Arunachal (PPA) was of the firm opinion that all the political parties, civil rights organizations and Intelligentsia should work united towards finding the actual genesis of the current fiscal mess in the state.

Just making complaint against financial misappropriation by the state Govt. without diagnosing the actual facts like unmindful spending of unaccounted public money during elections, the cancerous disease of political defection of popularly elected legislators from one party to another will be of no purpose and face the same as that of the ruling government in the state unless we pledge to imbibe the attitude of zero tolerance against such prevailing cultures, stated PPA President Kahfa Bengia in a party meeting on early disqualification of defected PPA legislators from Assembly.

He also urged all the political parties in the state not to entertain and issue party tickets to such defected legislators in the near future to ensure a clean and transparent government

“These legislators defect after getting popularly elected only to pay off the huge transacted amounts during the Assembly Elections. While these defections are highly demoralizing to the other rank and file of the defected party, these become one of the root causes of political corruptions in the state leading to situations we are witnessing today in the state,” said Kahfa.

In spite of the facts that the Speaker of the Arunachal State Assembly did not take into consideration any of the valid Rules of Law while acting on the merger petitions of the five defecting PPA Legislators into INC revealing a partisan attitude in his approach amounting to non compliance with the rules of natural justice and perversity among others, the PPA president said, and requested the Speaker to initiate necessary formalities for the disqualifications of the defected legislatures at the earliest.

The party also hoped for early implementation of the Law Commission of India Report (Report No. 255 March' 2015) with recommendations on Electoral Reforms.

 

 

Tehri Dam Visit

YINGKIONG, May 13: A 25-member team from Upper Siang district visited Tehri Dam in Uttarkhand last month to get firsthand information about the dam, rehabilitation/resettlement packages of the displaced people and various other facilities and provisions kept for the people living at upstream as well as downstream in case of any catastrophe due to breach of dam.  

The team members held meetings and interactions with the project experts of the dam and exchanged of views. Thereafter, the team guided by a THDC expert entered into the underground channel of the Dam where four reversible units of 250 MW capacities each have been installed. It is learnt that the dam was constructed jointly by THDC and Rush Hydro-power Corporation Ltd. The main designers of the dam were of Russian engineering experts.

The total power generating capacity of the dam is 1000 MW. Four states share the power (Delhi 600 MW, Haryana- 100 MW, Ittarakan- 200 MW and Rajasthan- 100 MW).

During the visit we also came to know that the THDC and Uttarakandh government, under rehabilitation policy, have adopted Rural Rehabilitation package and Urban Rehabilitation package dividing the affected people into two categories of fully affected and partially affected. The fully affected families have been rehabilitated in the nearby districts, like Dehradun, Haridware etc. by developing the selected rehabilitation sites.

The main features of rural rehabilitation are, Land allotment to the displaced families, compensation for land, cash in lieu of land allotment, compensation for house structures, compensation for structure on Benap land (non-measured land) like, Tank, boundary wall etc. Compensation for trees, allotment of house plots, advance payment against land to be acquired in future, incentive grants for shifting of houses, stamp duty, interest subsidy on house construction loan availed by rural family, cash payment of partially affected families, ex-gratia grant to additional family members, drinking water for partially affected villages, electricity on subsidized rates, shop plots and ring roads to shop owners etc.

The Urban Rehabilitation package consists of development cost at Dehradun on construction of house on plots allotted to the displaced people, allotment of constructed flats to tenants, allotment of flats to Benap house owners, allotment of flats to persons having house on father's land, compensation for house property, house construction assistance for Urban families, allotment of shops/ commercial plots, subsidized flats/ shops, cash in lieu of allotment of plot, cash grants, incentive grant etc.

Studies conducted for safety of Tehri Dam were site specific seismic hazard analysis by Geological survey of India, Department of Earthquakes IIT Roorki, HPI Mascow, Testing of Dam fill materials HPI Moscow, HT Roorki, stability analysis of Dam, Reservoir Rim stability etc. The study reveals the safety and durability of the dam.

Another objective of our visit to the Tehri Dam was to study whether such dam can be developed over Siang river or not, merit and demerits of such dams in Arunachal.

One of our findings is if anyone of the proposed dams is constructed over Siang River, the entire Siang valley may become power house of the state and the nation as well. It may promote tourism and help rapid development in industrial sector and boost rural economy besides earning revenue for the state. However, in the process, it is also obvious that many of our assets may perish with submersion of vast human settlement and forests.

But conditions of all the river valleys are not similar.

Features like topography, system of land holding, its use, nature, social system etc. are different from one place to another. For instance, Siang valley has the highest number of terraced paddy fields and maximum of these are likely to be submerged. Impact of dam on tribal social system is also different from mainland social system. With all the aforesaid points of view the members of the trip opined that survey/investigation of proposed Siang Stage-II Dam may be done to obtain the feasibility report. The dam can still be stopped even after completion of the survey if not feasible.

 

 

Tuki calls for Team Papum Pare spirit, gives priority on road  connectivity

YUPIA, May  13: Chief   Minister Nabam Tuki today called upon all the officers and Panchayat leaders to work as team Papum Pare and to keep up-to date records of schemes and projects that are taken up by the various departments.  He also informed that changing pattern of financing state Govt under 14th FC recommendations has affected the state budgeting process and therefore, Govt is endeavoring to prepare a realistic and meaningful budget that will benefit the public.  

The  Chief Minister was addressing a coordination and review meeting on developmental activities in Papum Pare district held at ZPC office conference hall here today.

Interacting with the officers of PWD and RWD departments, Tuki said that roads are lifeline of the people and there should not be any compromise on quality of road. All the villages of Papum Pare should be connected with all weather roads in next 5 years, he said.

Taking stock of all ongoing roads projects he said that road stretch from Doimukh to Harmoti and Itanagar to Jote will be declare as State Highway as many premier institutes are coming up in the Jote area.

Emphasizing on the need of donating land free of cost for roads and other projects,  Chief Minister requested officers and PRI members to generate awareness among the common people on benefits of development activities. He also advised the officers to prepare and submit their action plan of respective department within a week and asked the officers to come up with full preparation in next meet on 25th May.

Tuki also informed that Nirbhaya centre and woman police centre is going to come up in papum Pare  district. He further asked the DC to constitute a Committee in the district to monitor and strengthen the management of health and education functioning in the district at various circles and block levels.

Top priority must be given to proper road connectivity as roads are gateway to development, said Assembly Speaker cum Doimukh MLA Nabam Rebia while attending the meeting. The funding pattern should based on population criteria and more emphasis should be given on developing the allied sectors like tourism, agricultural, horticulture, livestock etc which are directly connected to livelihood activities of the people, Rebia said  and suggested  for proper allocation and monitoring for  schemes for its successful implementations.

Parliamentary Secretary Land and UD Techi Kaso also emphasized on development of roads and communication.

Capital DC Mige Kamki also stressed on proper communication and liaisoning with the district administration prior to taking up any important projects in the capital district.

SP Papum Pare P.N Khrimey also requested for improvement of roads communication in Tarasso for smooth movement of man and machinery of police force and enhancement of rations quota for Jawans.

Dy.Director ICDS Dani Yami requested for construction of Juvenile and children home.

CoSAAP and APCSOA submit 22-point memo to central pay commission

ITANAGAR, May 13: A delegation of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) and APCSOA led by Joram Beda, Secretary, Tourism, called on the Chairman and Members of the 7th Central Pay Commission (CPC) at Guwahati yesterday and submitted a 22 points memorandum on behalf of the state government employees for sympathetic consideration of state specific recommendations for implementation in the state  in toto.

The memorandum requested the CPC to ensure to makes its recommendations mandatory for implementation in toto in Arunachal Pradesh, enhance retirement age to 65 years from 58 years for all categories of government employees. It further said that the minimum pay should be Rs-30,000PM for the lowest grade employee based on daily wages prevailing in the state and granting of periodical increments @ 6% instead of 3% on 1st July every year.

All existing allowances  should be enhanced by 3 times taking into account the situational factors in the state and a special allowance called Arunachal Allowance may be recommended @ one third of basic pay, in addition to the existing admissible allowances for NE states be extended to state Government Employees also. Non-productivity linked bonus may be granted to the non-gazetted employees on actual emoluments without any ceiling in line with central government employees, the memorandum further said.

The memorandum further appealed for scrapping of New Pension Scheme (NPS) by restoring old pension scheme.  It also pleaded for enhancement of Earned Leave Credit from 300 days to 500 days and  enhancement of  Medical Allowances for pensioners from the present Rs-300 PM to Rs-3000 PM.

Other points included in the memorandum are : Grant of 2 increments on fixation of pay on promotion, instead of existing one increment owing to the complexity and increase in the nature of duties and responsibilities in service, merger of DA with basic pay as and when the DA crosses 50%.

The CoSAAP informed that the Chairman and Members of the 7th Pay Commission assured the delegation to consider their demands sympathetically while finalizing the report in due course of time.

The delegation includes Sadhana Deori, Addl Secretary (GA/PWD ), Likha Tejji, Under Secretary (Education), Mari Angu, Senior Analyst-cum-Under Secretary (AR) and Nang Pheyhom Chakhap Khrime, Superintendent (Directorate of Accounts & Treasuries) and President Women Wing (CoSAAP).

 

 

Taloh spells out welfare schemes for workers, calls for unity

PANGIN, May 13: Education Minster Tapang Taloh  has called upon the workers to maintain unity and work sincerely for development of the state. He was attending an awareness campaign cum development meeting, organized by the Arunachal Pradesh Building and Other Construction Workers Welfare Board (APB&OCWWB) at the Pangin community hall today.

While assuring all possible help to the labour force at the time of needs, he informed that the Nabam Tuki led state government has already initiated the process of speedy and prompt implementation of various Labour Welfare Schemes for the registered workers in the state.

Housing loan has been increased to Rs. 1 lakh from Rs. 50,000, death benefit to Rs. 1 Lakh from Rs.50,000, disability pension scheme to Rs.1,800 from Rs.1,000. Tools purchasing loan was also increased to Rs.15,000 from Rs. 5,000. Medical assistance was also hiked to Rs.25,000, besides, financial assistance for marriage has been increased to Rs. 10,000 from the earlier Rs. 2,000. Financial assistance to students doing courses like Engineering, MBBS and other technical courses would be provided, added Taloh.

The minister also assured to provide necessary fund for construction of office building of APB&OCWWB soon in the district and distributed school-bags, umbrellas, mosquito-nets, geometry-boxes etc to the labourers.  

Earlier, APB&OCWWB Chairman cum MLA  Nyamar Karbak dwelt at length about the functioning of the board and necessity of registration to get membership. He urged all to work unitedly for upholding the dignity of labour. He apprised that under the leadership of CM Nabam Tuki who is also the labour minister, the board has acknowledged the importance of labours and had initiated various benefitting schemes for them. Branch office at Pangin would start functioning soon where anyone above 18 years of age could register, he added.

MLA cum APEDA Chairman Dikto Yakar, while lauding the efforts of the Education Minister, said the people of Siang district would achieve tremendous progress in all fronts under the leadership of veteran politician Tapang Taloh.

Labour Commissioner Ojing Darung laid stress on all beneficial schemes including Central Sponsored Schemes. One Registering Officer would be posted soon in the newly created Siang district, he said. He also advised the workers to register their names and get all facilities under workers board.

In his speech, Deputy Commissioner, N Lego has stressed on proper implementation of all schemes in letter and spirit. He further said such awareness about worker’s education, rights and duties would help them to emerge as better citizens and ensure their participation for overall development of the nation. The board should organize more awareness campaigns on social security, health, hygiene and environment in interior places, he suggested.

Kenkar Yomcha, Board member and president of INTUC, President and General Secretary APB&OCWWB Dana Tadu and Tamo Taggu respectively also shared their experiences and views on the occasion.   DIPRO

 

 

LDV begins crusade against opium

Make LDV opium free by Aug 15: DC

ROING, May 13: Lower Dibang Valley Deputy Commissioner Shiv Kumar made a clarion call to make the district opium free by August 15 next.

Encouraged by the womenfolk participating in large number in an anti-drug rally by ABK women wing at Meka village today, Kumar opined that the crusade against the drug menace in the district can be a success with whole-hearted participation of community.

He informed during the rally that he was planning to chalk-out plans involving the women group of the district and police to eradicate drug menace from the district.

He also advocated for revival of the Anti-Narcotic Cell in the district by deputing an administrative officer and minimum six police personnel solely for this purpose.

Superintendent of Police (SP) Rajneesh Gupta offered full support and cooperation from police department in fighting the drug problem.

ABK (central body) Vice President Getom Borang requested the SP to deal stringently with anybody involved in illicit opium cultivation and peddling drugs under Narcotic Drugs & Psychotropic Substances Act and also requested the Dambuk MLA and to DC to provide suitable and viable crop alternatives to Poppy/Ganja farmers.

LDV ABK Women Wing requested the MLA, DC and SP to initiate for establishment of a Rehabilitation Centre in the district. They said they were unable to send many drugs addicted persons willing to come out of addiction to rehabilitation centres due to non availability of such facility in the district.

Gaon Burih of Meka Village Sereng Passing, Kirpa Pertin, Chairman ACLS, Mida Pertin, President AdiSU, Gaon Burahs also spoke on the occasion.

Parliamentary Secretary (WRD) Gum Tayeng, ABK district unit president Mibom Pertin and Secretary Abu Saring also attended the programme. Earlier in the morning a rally was taken out which passed through Gamgu, Maselo and Meka Villages. DIPRO

Strongly punish the wrongdoer

The arrest of three policemen from Itanagar for indulging in drug peddling is matter of serious concern. As per the report capital police besides arresting 3 police constables also recovered brown sugar from them. It’s a shame that those who are supposed to protect law are the one who is breaking the law. Drug abuse is a serious social problem. Life of thousands of youth is getting destroyed due to drug addiction.

Especially in capital complex region and in major parts of eastern Arunachal drug addiction has become a big menace. As per the recent news report, Arunachal Pradesh emerged on the top among the illegal opium poppy producers in the country. Of the total 2,530 acres of poppy crop destroyed across the country by Narcotics Control Bureau (NCB) during 2014-15, Arunachal accounted for nearly 40 per cent with 1,067 acres. Several civil society groups have launched anti-drug campaign in various parts of state. In this context, it is so disheartening to hear about the involvement of police in drug peddling. Arunachal Pradesh Police should take strict action and strongly punish those police officials who are involved in criminal activities. They should keep a close eye on the working style of police and don’t let the criminal minded police bring bad name to the entire fraternities.

Role of pharmacists

Dear Editor

Through your esteemed daily, I would like to highlight the role of pharmacists in health sector.

From the dawn of civilization, pharmacy evolved as an integral part of the health care system. Its primary goal is to safeguard the public health by making available the right medicines.

Pharmacist are the health professional most accessible to the public. They supply medicines in accordance with the prescription, appropriate products and in addition to this they also counsel the patients at the time of dispensing of drugs. They also provide drug information to the health professionals (doctors, nurses, etc), patients and general public.

The pharmacist is no longer a supplier of medicines only but a coordinator between a health care professional and a patient. Hence proper role and involvement of pharmacist in safe use of medicine is very crucial nowadays.

Especially the pharmacists who have obtained diploma course mostly have this opportunity to interact directly with patients and health professional.

Pharmacist’s role is not limited up to the hospital or clinic or dispensary only but also they have a great role in the field of drug discovery and development. During the discovery research phase of development of a medicine pharmacists work with other scientists to develop and select drug compounds that may be valuable as medicines. They also help the project team, which might include medicinal chemists, bioscientists, toxicologists, pharmacokineticists and others, to understand the biopharmaceutical properties of the compound, the dosage form and how the route of administration might affect the rate and extent of absorption.

In this area a post-graduate qualification (Master in pharmacy) is a particular asset.

A large number of pharmacists in the industry work in the areas of formulation and packaging development. A drug substance can only be useful as a medicine when it is in a form that can be manufactured on a large scale, distributed and administered satisfactorily.

Release salary

Dear Editor,

Through your esteemed daily, I would like to highlight our concern regarding non disbursement of stipends. The students of Bsc Agriculture, College of Agriculture, Central Agriculture University Imphal did not receive the remaining stipend of last 3 months beginning from April 2015.

It has been happening for several times now that we have not been getting full stipend. It will be great help if the concern authorities look into this matter.

Lesser opportunities and fear of favour

Dear Editor,

Every student after attaining the requisite qualification wants to join the labour force either in the public sector or the private sector. In the case of our state , the per Capita Income of the people is so low that the business initiative are rarely taken up, so the govt service are the only viable option available to most of the general public. On top of this, the frequency of job opening in the public sector in the state is very less which increases the woes of the unemployed.

The reason I am drawing the above picture is because yesterday while filling up the treasury Challan for the post of Joint Block Development Officer under Rural Development Department for which advertisement were floated recently I overheard a conversation between two individual talking about the rampant corruption and nepotism that are present in almost all the govt. departments of the state and at such my hopes and aspiration went down and in that moment of despair and pessimism I felt that I should take up this issue and write to this esteemed daily to act as a medium to convey the message to the Director of the concerned department to please outsource the competitive recruitment examination to the APPSC which will be a better authority to look after such exams with greater fairness and also to give a chance to the commission to clear its image.

Recruitment without verification

Dear Editor,

Through you, I would like to say that the selection of candidates for the posts of constables under APP on mere recommendation of elected representatives without proper

verification of character and antecedents of the candidates can be rightly attributed as the cause of selection of Drug Peddlers into Police Force as appeared in your Esteemed Daily today. In last 2-3 batches of constable recruitment, it has been seen that apart from mental alertness, physical fitness of a candidate appears to have been ignored. This is substantiated by the fact that there are boys and girls in APP who cannot properly lift the 303 rifle.

To me, physical fitness should be accorded high priority having regards to the nature of job of Police Force in addition to mental fitness. Also, due care should be taken that no history sheeter or person with doubtful character is appointed otherwise security of VIPs and even senior police officers would be at stake.

An NSCN surrendered boy who was in APP stabbed a neighbour on his stomach only for a CD during my days at Anini. I instantly wrote to the Commissioner (Home) Govt. of Arunachal Pradesh to frame Surrender and Rehabilitation Policy so that those surrendered insurgents can be tamed to respect human values and make them law abiding citizens in such Rehabilitation Centres before they are appointed to Police Force. I think, Police Department needs to introspect and something concrete should be done in this direction before it is too late.

Worthy research

Dear Editor,

Through this esteemed newspaper, I would like to greatly appreciate Dr. Nabam Nakha Hina HoD, Political Science department, Rajiv Gandhi University and Jobe Riba, Ph.D scholar RGU for their valuable, and very important and pertinent research work regarding corruption in Arunachal society.

I would like to suggest them to further extend, consolidate and corroborate their valuable research by referring to CAG reports on Arunachal government, expenditure reports of various departments, expenditure reports and actual work status on various state/centrally sponsored projects in various districts over last 2 decades or more.

Your valuable research can also study the economics of apex student organizations, elite societies and their role in corrupting Arunachal society. I would also like to suggest that you could carry out your research in a phase wise manner like health department and then education department and then PWD and likewise. Your research would be extremely valuable for Arunachal Society, GoAP, GoI and UNO. The present status of your research is just a kind of opinion poll and it would be complete if the research is substantiated by getting into the reality of corruption by corroborating the opinion poll with  recorded data in various departments through RTI or whatever means of research.

I would also like to suggest you to produce a documentary of the same subject for faster dissemination of such valuable information. Carrying out my many suggestions would not be an easy task, but I can assure you that it is would be one of the most befitting and worthy research.
